NEVAN REID [THE OUTSIDER] The first Callsign Kilo. Was left to die on a mission outside the dome and lived. He gathered up people (his followers, his outsiders) to try and live beyond the dome and hijacked the network now and then. Desired to bring down Bifrons. Listed MIA.		COHO [THE COUNSELOR] Sanctum's Compliance Officer--or as she likes to call herself, Happiness Officer. SUSANNAH [THE NURSE] Potentially subversive head nurse of the District 1 hospital. Generally keeps her head down unless you're sick or injured. She's just trying to do her job.
