First, the plot as the questions are, in general, related to it: Bruce wants to bring in more resources into district four to improve the general quality of life there. He’s not going to bother asking pretty please; he’s from Gotham, he knows that doesn’t work. Instead, he’ll look to start up a business, producing something(s) relevant to Proles, and hire district four residents. His plan would involve taking over one of the disused factories and repairing and refurbishing it ( again, hiring district four residents in order to start providing them with legal and more viable ways of work than simply gathering and selling parts. )
This would eventually translate to providing better housing, and teaching children and adults in the district more marketable skills. The prison is another potential option in order to transform it into either employment or housing and try to shed the stigma ( nice try, Bruce. )
He would try to brand it in such a way as a) recruiting and training able-bodied workers fairly cheaply and b) improving relationships between the districts so more focus and more resources can be afforded to finding a cure and any other crises that may spring up. For the wealthy crowd, he will absolutely sell it as, “You can put your name on a wing of a building and immortalize yourself as such a good, giving person!” Except with less obvious sarcasm, of course. He’s a billionaire; he knows how to talk money.
Meanwhile, the Batman would be tackling the subject of criminality head-on. He would bust up some dens, and provide information to the military in order to scare the rest into working with him. Basically, as long as they’re not breaking any of his hard no’s — murder, torture, and employing child or unwilling labor — he is willing to turn a blind eye to other practices in return for information and respecting territories he claims as under his protection. This part I absolutely expect to blow up in his face at some point, and I'm happy to discuss consequences.
Obviously, this is incredibly ambitious and complex, and not something I plan to or can do on my own. Though there are short-term goals, it’s largely a long-term plan so there will be plenty of opportunities for other characters to get involved, criticize, suggest, sabotage, etc. Whatever the end result, this is something Bruce won’t stop fighting for in any way he can because that’s the way he is.
So onto part deux: questions.
How feasible is this as a goal? As mentioned, Bruce is a hardheaded idealist for all that he pretends to be a cynic so he’ll devote everything to this. As a mun, though, I’d like to know how frustrated he’s going to be. :’>
What other programs have been developed and/or put into practice in this or other districts with similar aims?
As a follow-up to the previous question, would Bruce have any way of getting this information?

Hey there! We'd love to see what Bruce can do with D4 and his own visions and how he decides to get there. We think the idea to repurpose the old prison into housing, and at the same time employ those workers in D4 who might have little else they're qualified for in relatively steady jobs, to be an awesome starting point. He's not the only person trying to improve interdistrict relationships, neither is he the only one attempting to help rehabilitate D1 - perhaps some sort of network announcement about a charity event or the like? Simply looking for investors in that service which is available, considering how scant a time he's been in the city and how little a chance he would have had to really build up his own connections thus far.
In terms of your specific questions, but without the list code bc I'm exhausted and lazy:
1. It's... feasible. It will take some time, and no doubt there may or may not be obstacles (at certain points I'd imagine the method will be that Bruce and his partners (not investors, as they have little say in things beyond the money) will present what they have at that time to the mods and we can either just approve it or roll for an obstacle - I'm not yet sure how it will work, but. In short, yes, feasible, but perhaps not easy. 2. Uhhhhhhhhh. Well, D1 has more or less been left to itself due to it's... being better left to itself (although the recent kidnappings and sniper teams may cause public opinion to run otherwise. D3 has never had need of such, being the military/industrial/Bifrons/science complex, and D2 isn't in need of anything beyond advancements in farming. 3. This information is best known amongst locals, or Immune who have been in Proles for a fair while, or simply by Immune who have shown an IC interest in figuring out how things operate here, and furthermore how to fix them. Simply understanding has little bearing here unless one doesn't also possess the vision with which to fix such issues. He would be able to ask anyone who seems receptive, or again, try the charity event for expediency in terms of getting potential contacts all in once place. Or whatever you think would work - it doesn't have to be charity. 4. Once you have the specifics worked out and it is to be a business, esp if you manage to wrangle any natives/Immune into it, we would appreciate it if you did, yeah. Thank you for even remembering to consider that though.
AS FOR the actual like, Batman/vigilantism, we do unfortunately need a bit more time to discuss how those in the dome would eventually react/what the later repercussions would be, &c. While Bruce is free to continue being a vigilante, we have yet to determine the repercussions of such, so. Basically you're welcome to keep playing vigilante and potentially accept one of two or three unexpected consequences (or hey maybe D4 citizens love it, who knows), or chilling out on it and saying Bruce is focusing on the business or w/e you want to say and giving us a little time to work out how that would wind up playing out.
But I mean either way we love the idea, and we're excited to see where you wind up with it regardless of the various paths it could take.

Re: vigilantism, that's perfectly fine! Initially, he will be focused on recon as this is a completely unfamiliar place. Furthermore, he's alone and he knows he would need the support of at least one person in law enforcement if he plans to get away with half the things he used to. That said, he is also completely incapable of standing by and doing nothing if he sees a crime taking place so there may be odd reports of a guy — or was it a giant animal? — stopping a break-in or interrupting an assault or whatever. These will remain largely rare, however, and easily dismissed as fabrications or delusions ( so just like they had in Gotham. ) If/when he starts vigilanting in earnest, I'll let you know well beforehand.

Essentially Damian is looking to begin patrolling district 4 as Robin on a nightly basis. He would only be targeting violent crimes and drug dealing that he happened to come across and would at least for the most part (and unless otherwise requested here) be staying away from taking on organized crime as a whole. Because this is not Gotham, he would forego the bright Robin colors and work in dark clothing, and he would make it a goal to go unnoticed, falling back more on his training as an assassin rather than his training with Batman. His goals are much more short term than Batman's, seeking to stop immediate threats instead of anticipate long term ones. Damian will subdue any perpetrators that he finds by knocking them out or scaring them off. Short term or long term? This would be an ongoing thing so in that sense, long term, however he is at least initially going to be tackling crimes individually instead of the Batman approach of attacking crime at its source. Will this impact the whole game or specific characters? Not particularly aside from Damian (and inevitably Bruce) but it could potentially effect NPCs. I'm not entirely clear on whether that would fall under PC or NPC territory and if that would impact his ability to continue patrolling so I'm looking to find out more information on that. For Damian's patrolling of D4, we're fine with him seeking out crimes, there are plenty of drug dealings going on and a few violent crimes (mostly resulting from drugs). So go have fun!

Swords made from metal are a rarity that don't really exist under the dome. (Most weapons are plasma, and very few are melee, most being projectiles.) He would have to find a way to special order it and have it made for him. And since metal is hard to come by from limited resources, it would be rather expensive. As far as being a child, well, money talks (and they might try to take advantage of his age and up the price)!
For the local police, that would fall under PCs, called the Order of Justice. Of which Fox Mulder is in charge [user name="ashumanasyouare"]. He could leave a message in his inbox. Or any of the other PC OoJ members (Levi, York, Elizabeth and Kirk).
It shouldn't impact his ability to patrol, unless that's something you are interested in playing with. (We'd definitely suggest contacting any of the OoJ players and talking to them about it if you're curious about some vigilante hunting or something!)
